I have tested Public share of a collection. The mail recipient is able to access the collection (see the docs) but cannot open view. They are sent to a Google sign-in page.
Public Share requires user login to Google Accounts

Thanks, Google has just changed the way collections are shared, they have to be either fully public or private, the "anyone with the link" which is the Syncdocs default share is not available for collections, Google wants you to have an account.
We will fix this soon.

The bug is still around, but only for collections. You can use syncdocs to publically share files.
According to Google it is a known issue:

Sharing collections with "anyone with the link"
We have temporarily disabled the ability to share collections with the visibility setting "Anyone with the Link". You'll notice it is now grayed out in the sharing settings dialogue.
When collections are shared under this visibility setting, the included files in the collections are not given the same access rights. So if the files within the collection are set to "private", users who are shared the collection via the link will not be able to access the documents within. A workaround is to either set the collection to public if the contents are not sensitive, or if the contents are sensitive, share the collection with each person who needs access individually.
