When I move my Google Drive folders to C drive at work, the PDF files only download 1kb and not completed. Is there anyway to fix?

What size are the pdf files online? How are you moving them to your C drive?
pdf files are from 3mb-80mb. these are syncing from google drive to c drive using syncdocs. there were about 90gb various files (tif, dwg, doc) download during the syncing period but only pdf files are having that problem.
Do you have a pdf related plugin installed in Google Drive? Are the pdf files correct online, but only the wrong size when you download them, if so, is it possible to send us one at firstname.lastname@example.org so we can see what the contents are. Google has recently been giving quota problems on certain types of image files, and may also with pdf files.
I sent the PDF files to contact-syncdocs. If there is any solution please let me know.
Now that you mentioned the images, I check some folders that have tif files download at 1kb too, some folders are ok. Is there any solution for tif files?
Thank you for that file.
Looking inside the file as text, I see the following error from Google:
"message": "The download quota for this file has been exceeded",
It seems like Google has set some sort of quota on your account. We have not seen this error before, or Google sending a file as an error message, so we have contacted them for more information.
